The Crown Agencies and Board Resourcing Office (CABRO) is responsible for establishing guidelines for all provincial board appointments to agencies. The following lists key skills and experience that the CABRO feels are important to the governance of the institution as a whole:

In addition to the competencies above, the CABRO requests that all persons serving on the Board also possess the following personal attributes:
- high ethical standards and integrity in professional and personal dealings;
- good judgment;
- appreciation of the responsibilities to the public;
- ability and willingness to raise potentially controversial issues and questions in a manner that encourages dialogue and resolution;
- ability to be flexible, responsive and willing to consider others’ opinions;
- capable of a wide perspective on issues;
- ability to work as a team member;
- no direct or indirect conflict of interest with the director’s responsibility to the organization; and
- strong reasoning skills.
